      Chichester Board of Selectmen
Minutes of Meeting
 Tuesday March 20, 2018

Members Present: Jeff Jordan, Tom Jameson, Ed Millette, Jodi Pinard Town Administrator and Kristy Barnouski Administrative Assistant

Attendees:  Lucille Noel, Bob Mann, and other members of the public.

Call to Order: Mr. Jordan called the meeting to order at 6:30

Mr. Jordan made a motion and Mr. Millette seconded to elect Mr. Jameson as chair.  Motion passes.

Appointments

Evelyn Pike – Tax Deeding – This will be a non-public issue

Mike Albert – Mike’s Auto
Mr. Albert asked for the stop work order to be lifted so the contractor can finish moving the soil and leveling out the land on the property located on Dover Road.  

The Board advised Mr. Albert that he needed to go before the Planning Board with his plan due to the wetland setbacks and lot line setbacks.   

Heritage Commission – Map 2 Lot 72A
Ms. Noel stated that the Estate of Shirley Waters still had one remaining parcel left in the estate.  She had spoken with the executor who asked if there would be interest in obtaining the lot as a donation to use as a bird sanctuary.  The Conservation Commission walked the property and did not come to an agreement as to whether or not the land would be an asset to the Town.  

Mr. Millette stated that he was not sure if this property would be in the benefit of the Town or its citizens so he wasn’t sure he would be able to support the donation.

The Board wanted to take time to think on this matter and Mr. Mann stated that a Conservation Commission would take a vote at their next meeting on April 12, 2018.


General Business/Board Discussion

Road Reconstruction - Signing of Contract Documents

The Board of Selectmen signed the road reconstruction contract for King Road awarding the project to Busby Construction in amount of $319,575.





Map 3 Lot 39-Update
Mrs. Pinard reported to the Board that Mr. O’Donnell is down to 8 cars. There are no more cars on the back hill. He is working on getting the rest moved. The storm slowed the process down last week but he is still working on getting the rest removed.

Moose Plate Grant
Ms. Noel stated the Moose Plate Grant proposals are due in April.  She stated that she would like to apply for the Moose Grant Fund for the Chichester Grange Hall sign as well as the Chichester Town Hall sign that was located in the front of the Grange Hall.  The grant is awarded up to $10,000.00.   She will be putting the application in by the deadline.

Non-Public Session 91-A:3 II.~(c) Matters which, if discussed in public, would likely affect adversely the reputation of any person, other than a member of the public body itself, unless such person requests an open meeting. This exemption shall extend to any application for assistance or tax abatement or waiver of a fee, fine, or other levy, if based on inability to pay or poverty of the applicant.~

A motion was made by Mr. Jordan and seconded by Mr. Jameson to enter into non-public Jordan Aye, Jameson Aye, Millette Aye. Motion Passes

A motion was made by Mr. Jordan and seconded by Mr. Jameson to exit non-public session Jordan Aye, Jameson Aye, Millette Aye. Motion Passes

A motion was made by Mr. Jordan and seconded by Mr. Jameson to seal the non-public meeting minutes indefinitely. Jordan Aye, Jameson Aye, Millette Aye. Motion Passes.

Adjournment
Being no further discussion, a motion was made by Mr. Jordan and seconded by Mr. Millette to adjourn the meeting at 7:30pm. Motion passes.
